With TurkcellMobileSignature, a service available for all Turkcell subscribers who purchase a SIMPlus 128 SIM card, you can safely accomplish all your transactions with just one password.


What can you do with TurkcellMobileSignature?

  • You can remotely do the things that you have to do in person with your ID, including bank transactions, application, and utility service payments; without waiting in the queues and traffic jams.
  • You can do internet banking and other online operations without worrying about hackers. Password theft will also not be a problem.
  • Problems like forgetting passwords will be history, as you will be accessing different applications and bank accounts with just one password.
  • You can do the operations of your company including arrangement of leaves, and procurements. You can obtain efficiency by incorporating your suppliers and business partners into your system.

  • When you sign up for the Turkcell Mobile Signature service, an application will be made on behalf of you for a Qualified Electronic Certificate and you will not be charged separately for this service.
  • While using Turkcell Mobil Signature service, you will not pay a charge other than the charges for the short messages you sent. Unless otherwise is explicitly stated in the application where you use the mobile signature, each signing transaction is charged at 1 SMS.
  • If you are using Turkcell Mobile Signature service frequently, you can call Turkcell Customer Services to switch to Turkcell Mobile Signature.
  • When you choose monthly package use for Turkcell Mobil Signature, you can use your Turkcell Mobile Signature as much as you want only for 1 SMS charge per signature, with a general package price of 4 YTL (including VAT) a month for postpaid lines and for 10 units a weekly for prepaid lines.

You have to make a pre-application at the associated banks. After the pre-application, you will have to apply to Turkcell Communication Centers in person with your ID (driver’s license, identity card or passport) and sign the service contract.

  • Turkcell Customer Services will call you back within one week and give you the Activation Code.
  • When your TurkcellMobileSignature is open for use on your sim card, assign your password by entering the Activation Code.
  • When your TurkcellMobileSignature is ready for use, you will be notified by SMS


When you want to sign electronically on an application supporting TurkcellMobileSignature, push the SIGN button on the application window. When you push that button, the information is arranged and sent to your sim card for you to sign.

  • When the this requestrequest reaches your sim card, push OK to confirm the explanation about the application.
  • Match the FINGERPRINT, which was made for this operation, both from cell phone and computer screen, and then push OK.
  • To sign the transaction, enter your TurkcellMobileSignature password and push OK.

What is TurkcellMobileSignature?

TurkcellMobileSignature enables you to make transactions which is equivalent to your original signature on a hard copy, but which identifies you digitally instead. In other words, TurkcellMobileSignature is a service that enables you to use your Digital signature which will be same as your signature according to the Digital signature Law No. 5070.


How does TurkcellMobileSignature work?

The signature data, which is customized for the owner of the signature provided by the Qualified Digital signature obtained after the TurkcellMobileSignature subscription, is saved on your SimPlus128 card and protected with security measures.

TurkcellMobileSignature service works by the software that uses the same security features.

Digital signing occurs safely only when the user enters his TurkcellMobileSignature. TurkcellMobileSignature is used on the card and cannot be sent to anywhere else.


Is TurkcellMobileSignature secure?

In accordance with the Digital signature Law, the security of the digital signature is guaranteed and covered by E-Guven.

The process of digital signature is under the inspection of the Telecommunication Association. Likewise, the security of the technical infrastructure and running it is certified and inspected regularly according to ISO/IEC 27001 Information Security Managing System by independent third parties like the Turkish Standards Institute and the English Standards Institute.

The Simplus 128 card that interoperates with TurkcellMobileSignature has the CCEAL4+ Security Certificate that indicates the highest security level; this has been laid down as a condition by digital signature arrangements. It is solid against the most advanced attacks And the signature creation data that it includes cannot be copied. The G-MILENAGE algorithm is used in your sim card against copying.

The digital signature is implemented when the TurkcellMobileSignature you have created has access to the application running in the high security place in the SimPlus128 card through cell phone keys. So the data sent and received back while using TurkcellMobileSignature goes directly to the sim card and isn’t saved on the cell phone.


How can I apply to TurkcellMobileSignature?

TurkcellMobileSignature subscription process includes 3 steps: Pre-application, Application and Activation.


PRE-APPLICATION

  • You have to make a pre-application to the associated organizations to provide additional security.
  • You can learn which associations you can pre-apply to from Turkcell Customer Services.
  • If you’d like, you can make a pre-application by calling 444 0 532 / 444 0 535 Turkcell Customer Services with a notarially certified signature declaration.
  • You will be asked for your name, surname, citizenship number, place of birth, date of birth and the Turkcell line you will use with your mobile signature.

APPLICATION

After the pre-application, you have to apply to a TurkcellExtra point with the documents like driver’s license, identity card, lawyer ID or your passport, and sign the TurkcellMobileSignature Certificate Owner Contract. If you pre-applied via a Turkcell Customer Services, you have to bring a notarially certified signature declaration.

For the line that will be used for TurkcellMobileSignature, a SimPlus 128 change must be done by the subscriber. When you change your sim card, your GSM number remains the same.
  • A few days after you visit TurkcellExtra, Turkcell Customer Services calls you and confirms your ID.
  • The Activation code you will use to start your TurkcellMobileSignature subscription, is given you on the phone.
  • TurkcellMobileSignature application cannot be madeby proxy.

ACTIVATION

When your TurkcellMobileSignature is activated in your sim card, the Mobile Signature menu appears on your cell phone screen and you are asked to enter the Activation Code you have been given on the phone beforehand.
  • Enter the Activation Code you have been given by the Turkcell Customer Services.
  • Assign a password to use for the TurkcellMobileSignature and confirm it.
  • When your mobile signature is ready for your use, your electronic certificate will be delivered to you by the Electronic Certificate Service Provider by SMS.
  • Your TurkcellMobileSignature becomes active within one week according to the geographical location you are in.

How can I use TurkcellMobileSignature?

  • When you want to sign electronically on an application supporting TurkcellMobileSignature, push the SIGN button on the application window. When you push that button, the information is arranged and is sent to your sim card for you to sign via a GSM network.
  • You see the explanation text of the transaction to be signed on a screen opened automatically when your signing request reaches your sim card. Read the text carefully and push OKAY if you confirm.
  • If you want to be sure that you have signed the operation you see on the computer screen by your Simplus 128 card, this is possible as well. You see the FINGERPRINT of the transaction you make on the cell phone’s screen and on the computer’s screen simultaneously. If both FINGERPRINT information are the same, push OK.
  • To sign the transaction, enter your TurkcellMobileSignature password and push OK. If you enter your password wrong three times in a row, your password will be blocked.
  • Sign the transaction by using the sign creation data on your Simplus 128 and send it back. You can continue your transaction on your application screen.

What is Fingerprint?

For each signing operation, a special fingerprint for that transaction is created. For your safety, match the fingerprint on your cell phone with the one on your computer screen before completing your signing process.


On which phone models can I use TurkcellMobileSignature?

SimPlus 128 card and TurkcellMobileSignature application run on almost every kind of cell phone. But there might be problems on the cell phone models listed below. The manufacturers have been informed and solutions are being looked for.

I am not the actual user of the line I am using. Can I get TurkcellMobileSignature?

For corporate subscribers, the company official must change the SimPlus 128 or must grant a power of attorney.


What do I have to take into consideration while creating my TurkcellMobileSignature password?

TurkcellMobileSignature password must be six digits and include numbers. All the operations done by using your password will be considered to be done by you by law.

  • We recommend that you create your TurkcellMobileSignature password as complex as possible so that it can’t be guessed by others easily.
  • Creating passwords that can be easily guessed or that are so much alike just as 111111 or 123456 is banned by the system.

I want to change my password

Your new password is valid after you receive “your mobile password has changed” message.


I blocked my password but in fact I know my password

If your password is blocked after entering it wrong for three times, you might enter it two more times.

  • Learn your password of your sim card by calling Turkcell Customer Services.
  • Enter Mobile Sign section under Turkcell Menu in your cell phone menu, choose Password and push OK.

I forgot my password.

When you forget your password, enter your 5citizenship number, leave a space, and enter the initials of your mother’s maiden name and send it to 55090. 5(for example: 15263748591 AK). Three days after you successfully send the message, Turkcell Customer Services will call you and you will have an ID confirmation process. You can assign your new password with the activation code you will be given during this process.

If one or more parts of the information you send to 5090 are wrong, you can only try up to three times on the same day. If it is still incorrect after nine tries, the password renewal is blocked for that subscriber. In order to use the TurkcellMobileSignature service, you have to cancel your subscription and start a new subscription process from the beginning and get a new electronic certificate

The SMS you will send to 5090 is free. The confirmation SMS after you successfully renew your password is charged 1 SMS


What if my cell phone is stolen/lost?

You can shut down your line temporarily by calling 444053 / 4440535 Turkcell Customer Services. When your line is shut down, TurkcellMobileSignature service cannot be used.

Along with this, you can cancel your TurkcellMobileSignature subscription, too, if you’d like. When you get your line back, you will have to start the subscription process from the beginning.


Does my certificate have a validity period? How can I extend it?

When you sign the confirmation by SMS that will come to you after one year of subscription, the validity period of your certificate will be extended one more year.


Can I use it abroad?

Yes. If your line is open to international roaming, you can use your TurkcellMobileSignature. But you might have to pay for the service according to the operator you use in the different country.


I get an error message during the electronic signing process. What should I do?

When you are out of the GSM coverage area or if there is a situation that affects your subscription, you can’t use the TurkcellMobileSignature service.

If you get an error message for the process, do not confirm the signature. Close the application and try again later. Confirm the transaction within the time limits of the application you use TurkcellMobileSignature in.

If the problem continues, call Turkcell Customer Services.


What is the "Electronic Certificate” and “Qualified Electronic Certificate”?

Electronic certificate is an electronic registration or file that contains the sign confirmation data and the ID information of the owner of the signature.


Are the operations done by digital signature covered fiscally?

According to Digital signature law, Electronic Certificate Service Providers are fully responsible for the Digital signature processes within their area.
