Executive Officers

Turkcell is managed by the Corporate Executive Team with the guidance of the Board of Directors. Corporate Executive Team of Turkcell do not have a fixed term of office. The members of Corporate Executive Team are as follows.

sureyya cilivSüreyya Ciliv - CEO

Sureyya Ciliv is the CEO of Turkcell since January 2007. Before joining to Turkcell, he held executive positions in Microsoft Corporation.
In 1997, Ciliv was appointed as the Country Manager for Microsoft Turkey and in 2000 he was promoted to the Microsoft headquarters in Redmond, WA, USA. He held executive positions in the Microsoft Worldwide Sales, Marketing and Services Group from 2000 till 2007. Ciliv was the head of Field Readiness Strategy and Systems Division of Microsoft, before he joined Turkcell.
Between 1988 and 1997, Ciliv served respectively as Vice President, President and Chairman of Novasoft Systems, an enterprise document and workflow management company he co-founded in Cambridge, Massachusetts. He started his business career as a software development engineer at Metagraphics in Massachusetts where he was later promoted to be the director of international sales and marketing.
Ciliv has a MBA degree from Harvard Business School in 1983 and BSE degrees in Computer Engineering and Industrial & Operations Engineering from University of Michigan, Ann Arbor in 1981.

Serkan OkandanSerkan Okandan - Chief Financial Officer

Serkan Okandan, the Chief Financial Officer of Turkcell, has started his professional career in PriceWaterhouseCoopers as a Senior Auditor in 1992. He then worked for DHL and Frito Lay as a Financial Controller. Joining Turkcell in 1999, Okandan acted as the Business Control Division Head until 2001. Prior to his current position in Turkcell as the Chief Financial Officer, he was the Financial Control and Reporting Division Head of Turkcell.

İlter Terzioğluİlter Terzioğlu - Chief Network Operations Officer

İlter Terzioğlu joined Turkcell in 2003. Prior to joining Turkcell, he worked as Assistant General Manager in Show TV and Superonline. For the years between 1994 - 2002, Terzioğlu had worked for Ericsson Turkey A.S. and had performed as the Assistant General Manager since 1998. Prior to his current position in Turkcell as the Chief Network Operations and Regulations Officer, he was performing as the Head of Business Strategies Regulation and Risk Consolidation in Turkcell.

Cenk BayrakdarCenk Bayrakdar - Chief Product and Service Management Officer

Cenk Bayrakdar started working for Turkcell in 2002. Having started his professional business life in Arçelik, he held several managerial positions in IT and Production Teams. He then worked in Corbuss as Business Development Coordinator between 2001-2002 and served as Business Development Manager of Turktell between 2002 and 2003. Prior to his current position in Turkcell as the Chief Product and Service Management Officer, Bayrakdar was performing as Division Head of Content Services and Partnering in Turkcell.

İlker Kuruözİlker Kuruöz - Chief Information and Communication Technologies Officer

İlker Kuruöz Chief Information and Communication Officer of Turkcell as of September 2009, joined Turkcell in 2006. Kuruöz has started his professional life in 1994 in ABT. He then worked in NCR as System Consultant, in Garanti Teknoloji as Division Manager and in Accenture as Senior Manager. Prior to his current position in Turkcell, he was Capacity Division Head of Turkcell. İlker Kuruöz graduated from Bilkent University Computer and Informatics Engineering in 1992 and holds a master’s degree from the same department.

Selen KocabasSelen Kocabas - Chief Business Support Officer

Selen Kocabaş joined Turkcell in 2003 and since May 1, 2003, she is the Chief Business Support Officer in charge of human resources, corporate information systems, procurement and contract management, and administrative issues. Mrs. Kocabaş started her professional career as a Management Trainee at Koç Holding, Mrs. Kocabaş later worked as Human Resources Expert at Arçelik, then as a Human Resources Coordinator at Marshall for five years, followed by Danone Sa where she worked for four years as Human Resources Director and was responsible for founding the water and milk companies, establishing the proper structure and deploying optimum human resources. Selen Kocabaş is a graduate of Economics from Istanbul University. She also obtained a master's degree in Human Resources Management from Marmara University.

Lale Saral DevelioğluLale Saral Develioğlu - Chief Turkcell Group Marketing Services Officer

Lale Saral Develioglu, has started her professional career in Unilever, in 1992. She took responsibilities in various brands, positions and country groups in marketing in Unilever and performed as the Marketing Manager between 1998-2003 in Unilever Foods. Develioglu joined Turkcell in December 2003. Prior to her current position in Turkcell as the Chief Marketing Officer, she was the Marketing Director of Turkcell. Lale Saral Decelioğlu, has been appointed Chief Turkcell Group Marketing Services Officer in August 2010.

Burak SevilengülBurak Sevilengül - Chief Consumer Business Officer

He started his work life in 1994. He joined Turkcell in 2001 and gained management experiences in Retention Management, Product Management units. Since 2006, he has taken the role of Division Head of Mass Customers and Individual Customers consecutively. He is appointed as Chief Consumer Business Officer in August 2010.

Emre SAYIN Emre Sayın - Chief Corporate Business Officer

Emre Sayın is Chief Corporate Business Officer of Turkcell since December 2009.  Sayın worked for Evyap Pazarlama ve Tic. A.Ş. as the Deputy General Manager in charge of Marketing in 2005-2006 and for Kodak A.Ş. as the General Manager in 2002-2005. Prior to that Emre Sayın was the Chief Marketing Officer for Microsoft Turkey between 1999-2002. Sayın worked as the Marketing and Category Manager of Unilever Turkey between 1992-1999. Emre Sayın is a graduate of Bosphorus University's Department of Industrial Engineering and holds a Master's degree in Systems and Industrial Engineering at Rutgers University. Prior to his current position in Turkcell he was performing as Chief Consumer Sales Officer.

Ekrem YENER Ekrem Yener - Chief Corporate Business Officer

Ekrem Yener is Chief Special Project Officer of Turkcell. He worked for Aysu Dış Tic. A.Ş. and Digital Equipment A.Ş. as a Sales Manager during 1991-1998. Yener worked as the Ankara Regional Manager of Microsoft Turkey in 1998. He was assigned as Microsoft's Deputy General Manager in Charge of Marketing in 2002 and was the Deputy General Manager in charge of Business and Strategy Development between 2004-2007. He was a 1982 graduate of the Istanbul Technical University's (İTÜ) Department of Metallurgical Engineering and received a Master's Degree in Material Sciences from the UC at Berkley in 1986 and in High Level Marketing Management from Kellogg University. Prior to his current position in Turkcell, Yener was Chief Consumer Sales Officer.

Tayfun Çataltepe Tayfun Çataltepe - Chief Corporate Strategy & Regulations Officer

After graduating from Electronic Engineering Department of the Bosphorus University, Çataltepe received his MSc degree from Michigan Technology University and doctorate degree from the University of California, Los Angeles. From 1990 to 1998, he worked as a Research and Development Engineer in the Bell Laboratories. In 1998 he moved on to AT&T as the IP Network and Service Planning projects manager, where he worked until 2003. Following AT&T, he started to work in Aycell as the Deputy General Manager in charge of Technical Operations. He then took the position of Deputy General Manager in charge of Network Operations at AVEA in 2004 and held this position until 2006. In 2007, Mr. Çataltepe served as the Europe Telecom Sector Expert in the Transaction Integration Services Department of Ernst & Young. Since 2007, he has been working at Turkcell as a Chief Officer.

Koray Öztürkler Koray Öztürkler - Chief Corporate Affairs Officer

Koray Öztürkler, the Chief Corporate Affairs Officer in charge of corporate communications, investor relations and EU relations, has started his career in USA at Accenture Consulting where he worked as a consultant in the telecommunications sector from 1990 to 1994. He continued his career in Yapi Kredi Bank as a Change Program Director between 1994-1998 and then joined Turkcell as the Director of International Business Development. Öztürkler has been the Division Head of Investor Relations at Turkcell since 2002. Koray Öztürkler received his MBA degree in 1990 after graduating from Mercer University.

Hulusi Acar Hulusi Acar - Chief Consumer Sales Officer

Hulusi Acar joined Turkcell in 2000 and since December 2009 he was performing as Chief Consumer Sales Officer. He graduated from Galatasaray Anatolian High school and then Istanbul University Business Administration department in 1995. Acar worked in sales positions in THY and Koctas A.S. In Turkcell he worked as Area Sales Manager, Marmara Region Coordinator and Turkey Sales Manager between 2000-2004. Between March 2004 and November 2006 he was Sales and Customer Relationship Chief Executive Officer of Astelit. Prior to his current position as Chief Consumer Sales Officer, Acar worked as Sales Management and Wholesale and Distribution Management Division Head.

Ümit AkınÜmit Akın - Chief Legal Affairs Officer

Ümit Akın Chief Legal Affairs Officer of Turkcell as of February 2010, joined Turkcell in 2002. Akın has started his professional life in 1996 in Ankara University Faculty of Law as Research Assistant. He then worked in Ericsson as Lawyer. Prior to his current position in Turkcell, he was Regulatory Legal Affairs Division Head of Turkcell. Ümit Akın graduated from Ankara University, Faculty of Law in 1995 and holds a master's degree from Public Law. Akın continues his doctorate education at the same department.
